 (Ref No.03-3982) on the session of 24th April 2008.

The Policy Formulation Process had Eight key steps. 

  • Step 1 - Established Policy Coordination Team at national level to design, coordinate and monitor overall process

  • Step 2 - Working Groups analyzed specific aspects of the Forest Sector, and proposed new Forest Policy Statements that will guide future development of the sector
  • Step 3 - Consultants compiled background information on the specific topics, to analyze the current situation, identify Policy Options for the future, and to guide the Working Groups in preparing new Policy Statements for Montenegro
  • Step 4 - Public Consultations allowed widespread stakeholder review of draft Policy and provide feedback for consideration for Final Draft Policy.  Widespread publicity via TV, Radio, Newspapers and Internet.
 
  • Step 5 - Final Draft Policy presented by Ministry of Agriculture, Forestry and Water Management to Cabinet.  Nov 2007
  • Step 6 - Formal Public Hearings held - Dec 2007 - Feb 2008.
  • Step 7 - Policy adopted by Government of Montenegro on 24th April 2008 (Ref No:03-3982) and then published. 


  • Step 8 - Policy implemented under coordination and monitoring of the Ministry.
